This is a documentary, not a novel, but very educational to a former resident in and around Hong Kong. The District Officerswere versatile men, also serving as magistrates for rare court actions for their jurisdictions. They spent much time in visits to
hundreds of villages sized mostly from just a few families to populations in the hundreds. The "Reports" are actually not official, but taken by the editor from lengthy personal notes of just four district officers. They give the village names, the names of the family clans and ethnicity (Cantonese, Hakka, Hoklo, Punti, etc.). Details are usually stated such as the number of people and the number of families, the number attending school, how much land is owned or rented, how many cattle and pigs they keep, how many villagers have jobs overseas or in Kowloon or Hong Kong or at sea. In talks with villagers and the head men, the officers helped when they could with offers of government help to build schools, clinics, provide materials for self help with wells, paths, roads, dams, bridges, etc. There were a few more exciting highlights also involving for instance tigers, smuggling, and piracy.
